Meet our regional coordinators

Reach Out and Read Colorado has regional coordinators in every region of the state to best support our partner clinics.

JUDY DUARTE

Southern Colorado Regional Coordinator
[with RORCO since 2016]

Judy is a Colorado native, born in Pueblo and currently a resident of Alamosa, Colorado. With more than 20 years of experience in Secondary Education, Judy has worked in roles that included the director and school counselor of an Alternative Program and high school counselor in the Alamosa School District. She has worked with at-risk students in alternative education settings as well as with adult students in GED and ESL programs. Over the course of her career, many of Judy’s students were young and/or single moms, all of whom wanted the best for their children. Inspired by Reach Out and Read Colorado’s mission, when Judy retired from the school system she knew she wanted to focus her work on young children.

In 2008, Judy served as the Early Childhood Literacy Coordinator at Valley Wide Health Systems, Inc. overseeing both Reach Out and Read Colorado and the Bright by Three Programs. She has worked as the Southern CO Regional Coordinator for Reach Out and Read Colorado since 2015. A resident of the San Luis Valley for her entire life, Judy excels building relationships and growing the organization’s local participation. She is responsible for recruiting potential Reach Out and Read Colorado partner sites, as well as assisting volunteers with program implementation.

Annie Immele

Front Range Regional Coordinator
[with RORCO since 2017]

Annie has over 15 years of experience working with nonprofit and healthcare organizations in the Denver Metro Area. She is passionate about providing support to children and their families and has spent the majority of her career in program delivery and program management within the early childhood realm. She became interested in early childhood, specifically, during her work with the Early Intervention Colorado NICU Project. There she began to better understand that babies begin learning immediately at birth and continue learning through play, active exploration, and from their caregivers.

Passionate about supporting effective interventions beginning at birth, as a Program Manager for Reach Out and Read Colorado Annie provides technical assistance for more than 100 clinics in the front range of Colorado. Combining her commitment to early childhood and her passion for reading, she ensures that sites have access to high quality books and supports partners to reach more families. Since joining the Reach Out and Read Colorado team, Annie has helped streamline the data collection and reporting processes, as well as worked closely with the Program Director to create consistent processes by which to deliver high quality programs across the state. Additionally, she manages Reach Out and Read Colorado’s gently used book program, working with individuals, businesses, and community groups across Colorado to conduct book drives. Last year she helped secure more than 70,000 gently used books from 170 donors.

Annie holds a Bachelor of Arts degree in Psychology from the University of Virginia and a Master of Social Work, Organizational Leadership and Policy Practice, from the University of Denver.

Kelcey Kuntz

Eastern Colorado Regional Coordinator
[with RORCO since 2021]

Kelcey Kuntz has lived in the Eastern Plains region of Colorado her whole life and serves all of Reach Out and Read Colorado’s sites in this region. Before joining the Reach Out and Read team, Kelcey worked as both a Kindergarten teacher and a preschool aid. After having her first child she began doing daycare from her home.

She attended the University of Nebraska Kearney and received her degree in Early Childhood Education. Kelcey is also the mother of three young children.

Cindy Phelps

Western Colorado Regional Coordinator
[with RORCO since 2018]

Cindy has built her career around promoting community awareness of health and wellness, as well as providing effective, innovative programming and resources that support healthy lifestyles. She served as the Health and Wellness Program Specialist for the City of Westminster in Colorado where she managed program design, marketing and publications, analyzed policies and procedures, and prepared annual program and budgetary reports. Additionally, she served as the 9Health Fair Site Coordinator for eleven years. The success of this annual event was dependent on Cindy’s ability to collaborate with several departments within the organization as well as numerous outside supporting agencies. Her duties included recruiting, training and managing over 150 medical and non-medical volunteers every year. Cindy also administered the Health, Well-being and Fitness Testing program for US Active Duty Military members and their families at RAF Lakenheath, England for three years. Cindy graduated from Regis University with a BS in Public Administration.

A Colorado resident for more than twenty years, Cindy now lives in Grand Junction where she is the Northwest Regional Coordinator for Reach Out and Read Colorado. Her depth of program management and community outreach experience supports the organization’s participating clinics to maintain and sustain an effective and successful program – one that benefits children’s health across the state.
